Question... We are an authorized service/ fuel oil station and we do not dispose waste motor oils that accumulate as a result of oil change and incinerate them for heating purposes in service. Are we allowed to continue to do this?
Answer... No, you’re not. According to the Regulation dated 21st January, waste motor oils must be disposed in Licensed Recovery/ Disposal facilities (cement factories and smelters with waste oil incineration license or waste incinerators) through Licensed Transporters after national waste form is filled in. Corporations that violate the Regulation shall be penalized.
Question... We are an authorized service/ fuel oil station and we have been selling waste motor oils that accumulate as a result of oil change to the collectors. Are we allowed to continue to do this?
Question... We are an authorized service/ fuel oil station and where can we stock waste motor oils that accumulate as a result of oil change?
Answer... Container volume of waste motor oils should be minimum 200 lt and maximum 1250 lt. Tanks should be protected against rain water. Tanks should be in red and the ground on which they are placed should be impermeable and bear Waste Oil phrase. The surrounding of tanks should be contained to prevent access by people and necessary measures against spilling and fire should be taken. Drums can be used for this operation.
Question... We have been collecting lubricants that have been used in our factory and have expired in a tank and selling them to oil collectors. Do we need to change this application?
Answer... In accordance with new regulation, waste oil manufacturer is responsible for waste oil disposal. Thus, it is necessary to analyze/instruct the analysis of waste oils and categorize them according to the criteria defined in the annex to regulation (Annex-1) and collect waste oils separately according to their categories. Waste oil manufacturer is responsible for ensuring the recovery/disposal of these collected waste oils according to their categories. Waste oil manufacturer must fill in Annex-2 form every year in relation to waste oils manufactured by him in the previous year and submit this form to the Ministry.
Waste oils will be disposed in licensed recovery/disposal facilities through licensed transporters after national waste form is filled in. Indicator and equipment that will prevent excessive filling should exist on tanks/ containers where waste oils will be temporarily accumulated. These tanks should be in red and waste oil phrase and a text showing waste oil category should exist on these tanks. Waste tank should be placed over at least 25 cm impermeable and reinforced concrete floor and necessary measures against spills should be taken.
Question... Which form will be used to send these oils to licensed disposers through licensed transporters and how long will be these forms kept?
Answer... “National Waste Transportation Form” will be used for this purpose and a copy of form will be filled in and signed by licensed transporter and licensed recovery authority/disposer and returned to waste oil manufacturer. This returned copy will be sent to Ministry of Environment and Forestry. The copy of form that is kept by waste oil manufacturer will be kept for 5 years. (Analysis documents, waste oil declaration forms, invoices, dispatch notes and weighbridge receipts will be kept for 5 years).
Question... Could you outline the scope and content of “Waste Oil Regulation”?
Answer... Waste Oil Regulation sets out principles for the categorization of lubricants and wastes that emerge after their use and for disposal of waste oils in every category without environmental pollution and for their incineration and recovery in order to benefit from their energy.
Question... How will “Waste Oil Regulation” contribute to Turkish economy?
Answer... Damages to vehicles and machinery, lifecycle of which is reduced due to the use of oils without necessary protective properties that are obtained from the use of these oils, will be prevented. Environmental pollution arising from non-standard and uncontrolled recovery will be prevented.
Question... Could you describe the extent of advantages that "Waste Oil Regulation" will provide to environment? Which Law and Ministry are responsible for “Waste Oil Regulation”?
Answer... Regulation on the Control of Waste Oils came into effect after it was promulgated in the Official Gazette No. 25353 dated January 21st, 2004. It is governed by Environmental Law No. 2872 that was promulgated in the Official Gazette No. 18132 dated August 11th, 1983. This law and Regulation are enforced by Ministry of Environment and Forestry. Waste Oils used to be utilized in various areas, causing environmental pollution before this regulation (i.e. arbitrarily incinerated for heating or mixing with fuel oils). The Regulation ended this application.
Question... How does Petroleum Industry evaluate this Regulation?
Answer... Petroleum Industry regards this regulation as a valuable opportunity for environmental health and implementing correct waste management principles. However, in practice,
An effective coordination process should be established with the Ministry in order to enforce the Regulation to all waste oil manufacturers.
