Motor Oil manufacturers, launchers who use their own brand and importers are obliged this year to collect, recover and dispose Waste Motor oil that they introduced to the market in 2003 or cause it to be collected up to 8% and to prove/document these processes to the Ministry. This obligation increases to 12% in 2005, 20% in 2006, 25% in 2007 and 30% in 2008.
Similarly, all corporations that retain Waste Motor Oil are obliged to ensure its test in competent laboratories and dispose it through licensed corporations in line with principles and procedures set in the Regulation according to Waste Oil Category ascertained with this test.
Regulation allows manufacturers, those who order toll production of Motor Oils or launchers based on imports to convene under the coordination of Ministry for fulfilling obligations related to the collection, transport, recovery and disposal of waste motor oils and to establish a non-profit legal entity.
MOTOR OIL MANUFACTURERS STARTED TO COLLECT MOTOR OILS…
Motor oil manufacturing companies initiated works in PETDER (Petroleum Industry Association) organization in order to fulfill the obligations imposed by the Regulation to them. PETDER concludes agreements with licensed transporters and disposal organizations for the collection, transport and disposal of waste motor oils and began in the name of its members to collect and dispose waste motor oils, starting from Marmara Region. It ensures collection of oils from automotive services and fuel oil stations in Marmara Region as of June and Aegean Region as of September and their disposal through İZAYDAŞ.
OBLIGATIONS ON WASTE INDUSTRIAL OILS
Important obligations are imposed on corporations that have waste oils or in relation to waste oils resulting from operational processes. These obligations are outlined below under main headings:
Waste oils are analyzed as stipulated by the Regulation and categorized in three groups as Category 1, Category 2 and Category 3. Waste oils must be disposed in Licensed Disposal and recovery facilities in line with these categories.
Category 1: may be incinerated in licensed disposal facilities (Cement Factories etc.) with recovery and energy recovery Category 2: may be incinerated in licensed disposal facilities (Cement Factories etc.) with energy recovery Category 3: Disposal obligation in hazardous waste disposal facilities
Waste oils are categorized into three groups depending on their heavy metal and halogen content amount. Each category should be collected in separate tanks/ containers/ drums and their disposal processes should comply with the principles stipulated by the regulation for each category. Corporations that retain waste oil are obliged to have their waste oil tested in a competent laboratory in order to ascertain which category it belongs to and carry out processes accordingly.
Waste Oils must be collected by licensed transporters after National Waste Transportation Form is filled in and they must be disposed by delivery to licensed disposers/ recovery authorities.
